Trash Barge Issue


JRA and its legal counsel, the Southern Environmental Law Center (SELC), scored a substantial legal victory in keeping trash out of the James River. Virginia is one of the nation’s leading importers of trash, but the state’s regulations were inadequate to keep pollution from spilling into Virginia’s rivers. After a two year legal battle, the judge agreed with JRA that the state must ensure that trash containers used on barges are water tight as required by law.

JRA, SELC, Charles City County, and Waste Management of Virginia, Inc. have come to an agreement on watertightness standards for waste barge containers that will travel the James River. The proposed standards would be the most protective standards in the country for barging solid waste. As part of the agreement, JRA, Waste Management, and Charles City County are requesting the General Assembly to consider new legislation that will codify the new standards for waste barge containers traveling Virginia waterways.

The agreement provides further safeguards for the James River and other Virginia waterways, while also providing a clear framework within which the waste industry can confidently operate.
